Bhavani, an honest cop in Hyderabad, becomes assistant police commissioner in Tirunelveli, where he sets out to stop the illegal activities of a local man who controls most of the city.

Kaalaiyan is set to marry Varadharajan's sister, Priya, but calls it off after learning her true intentions. He falls for Bhuvana, whom he was protecting from Varadharajan.
