The Japanese government has devised a new program to ensure that the next generation of citizens will be able to contribute to society in a proper way. This program involves gathering a high school class together under the guise of a summer camp, and forcing them to play a card game that will determine whether they are winners or losers in society.

Outfitted with special weapons, a pair of sisters takes on the dangerous boss of an organ-harvesting operation and her army of henchmen.
