The new warden of a women's penitentiary, Victoria Frankenstein, unleashes her twisted vision on the prison: creating male and female creatures from the recently deceased. When a TV crew arrives to uncover the prison's dark history, all hell breaks loose as the crew and prisoners fight to the death against these freshly made monstrosities.

The case for the existence of the creature known as the Midwest Skunkape is presented through various interviews, re-enactments and discovered footage.
