Following the brutal rape and murder of his 16-year-old daughter, Sang-hyeon stumbles into an ever-widening conspiracy of rage, revenge, and murder.

In 1993, former military officer Park Suk-young is recruited as a spy by South Korea's National Intelligence Service (NIS), and given the codename "Black Venus". He is then sent to infiltrate a group of high-ranking North Korean officials based in Beijing, with the ultimate goal of acquiring information on the North's nuclear program.

After the mutilated body of a missing girl is discovered in the tidelands of Incheon, rivals Han-su and Min-tae, are in charge of finding the culprit. Things take a dark turn when Han-su meets an informant who insists he knows who the murderer is. As cover-ups and secret deals ensue, tensions rise between the two detectives as the pressure of solving the crime is shaking up the Korean peninsula.
